What Is CTPAT?

CTPAT stands for Customs Trade Partnership Against Terrorism. It is a voluntary U.S. Customs and Border Protection program that works with eligible businesses to strengthen international supply chain security.

Participants assess security risks, document their procedures, and implement measures that address the program’s applicable Minimum Security Criteria. Requirements differ by business category.

CTPAT participation is separate from a customs broker license. Working with a participating broker does not automatically enroll an importer or give the importer its own CTPAT status.

Why Supply Chain Security Matters for Importers

International cargo passes through multiple businesses, facilities, and transportation providers. Clear security procedures help companies identify vulnerabilities and establish responsibilities throughout those movements.

For businesses moving goods between Mexico and the United States, security planning should connect with shipment documentation, cargo handling, transportation arrangements, and communication among business partners.

Potential Benefits of CTPAT Participation

Benefits depend on the participant’s business category, program standing, and applicable CBP requirements.

Reduced CBP Examinations.

Eligible participants may receive fewer CBP examinations. Membership does not eliminate inspections or guarantee shipment release.

Priority Examination Treatment

Participating businesses may receive front-of-the-line treatment for qualifying inspections, subject to CBP procedures and operational conditions.

Supply Chain Security Guidance

Participants work with an assigned CBP Supply Chain Security Specialist on program-related matters and security requirements.

Security Training and Resources

Program resources and training opportunities can help participating businesses understand risks and improve security practices.

Potential Trade Facilitation Benefits

Additional benefits may apply through eligible programs or arrangements. FAST lane access has separate requirements and is not automatic for every shipment.

CAPABILITIES OVERVIEW

How Businesses Prepare for CTPAT Participation

Review Eligibility

Identify your business category and review CBP’s current eligibility requirements and Minimum Security Criteria.

Assess Supply Chain Risks

Review your operation, business partners, cargo movements, and security procedures. Identify vulnerabilities and determine what needs improvement.

Document Security Practices

Prepare a security profile that explains how your business meets the applicable criteria. Document actual practices and supporting records.

Submit Through the CTPAT Portal

Eligible businesses apply directly through CBP’s CTPAT Portal. An intermediary is not required, although a business may choose outside assistance.

Support Review and Validation

CBP reviews applications and evaluates whether documented security measures are implemented. Certification and validation are distinct stages, and participation requires an ongoing commitment to security practices.

CBP determines eligibility, acceptance, validation, and program standing. Outside assistance cannot guarantee approval.

CTPAT Frequently Asked Questions

Is CTPAT mandatory for importing into the United States?

No. CTPAT is voluntary. Importers must still meet applicable customs and other agency requirements whether or not they participate.

Does working with Pedraza make my company CTPAT certified?

No. Your company’s participation is separate from your broker’s status. Eligible businesses must meet the requirements applicable to their own category and complete CBP’s process.

Does CTPAT guarantee that cargo will avoid inspection?

No. CTPAT participation does not exempt shipments from inspection. CBP and other authorities can examine goods and request additional information.

Is there a fee to join CTPAT?

CBP does not charge a fee to join. A company may incur costs to implement security measures, maintain procedures, train employees, or obtain optional outside assistance.

Do I need a consultant to apply?

No. Eligible businesses can apply directly through CBP. Outside assistance is optional and does not replace the applicant’s responsibility for its security practices and submitted information.

Are certification and validation the same?

No. Certification involves CBP’s review of the application and security profile. Validation evaluates whether the documented security measures have been implemented and are being followed.

Is CTPAT Trade Compliance the same as the security program?

No. CTPAT Trade Compliance is a related program with additional eligibility and participation requirements focused on import compliance. Acceptance into the security program does not automatically provide Trade Compliance membership.
